ABOUT WMH
W. M. Heckstall, Inc. was established in 1995 by William M. Heckstall, Sr. in Elizabeth City, N. C. as a concrete contracting company. We are DBE certified in North Carolina and DBE/SWaM certified in Virginia which enables us to participate in both state’s specialized procurement and contracting opportunities. The company is a family-based business with a dedicated staff of professionals who are committed to meet the needs of our clients with high quality service and expertise. WMH specializes in the area of industrial and commercial concrete construction. This entails bridge repairs (cast-in-place and finish decks, slope protections, approach slabs, and median barriers), incidental concrete (curb & gutter, sidewalks, and driveways), and excavation for footers (cast-in-place slab-on-grade).

Over the years, we have worked on numerous projects with various contractors in North Carolina and Virginia as a subcontractor.
Some of our most recent projects include: City of Virginia Beach - Witchduck Rd. Phase II (Kevcor Construction Corporation), NCDOT - Design Build Rt. 13, Hertford Co., NC (English Construction Company), NCDOT- Design Build US 158, Hertford Co., NC (E. V. Williams Construction Company), VDOT London Bridge, Virginia Beach, VA (E. V. Williams Construction Company), VDOT – Warwick Blvd, Newport News, VA (E. V. Williams Construction Company), VDOT Pinners Point (Skanska Construction Company), Downtown/Midtown Tunnel/MLK Extension – Norfolk,VA (SKW Corporation), and Westin Hotel, Town Center, Virginia Beach, VA (Armada Hoffler Corporation).
Some other contractors that we have had the opportunity to contract with are: Barnhill Construction Company, Archie Weston Construction Company, McKenzie Construction Company, Driggs Corporation, Waterfront Marine Company, and Dawson Bridge Company.
